Key points
- The first phase of the Indian National Movement (1885-1907) was led by the Early Nationalists, also called the Moderates.
- The Moderates believed in the British sense of justice and sought gradual reforms within the British Empire, with self-government as the long-term goal.
- Political objectives: larger legislative councils with more elected Indians, power to discuss the budget, self-government like Canada and Australia.
- Economic objectives: ending the drain of wealth, lower land revenue, protection of Indian industries, lower military expenditure, abolition of the salt tax.
- Administrative objectives: Indianisation of services, simultaneous ICS examinations, a higher ICS age limit, separation of the judiciary from the executive.
- Civil rights and welfare: freedom of speech, press and association; repeal of the Arms Act; spread of education; famine relief.
- Methods were constitutional: prayer, petition and protest; resolutions, memorials, council speeches, the press, deputations, and the British Committee in London (1889).
- Gains included the Indian Councils Act of 1892 and the growth of national unity; limits were slow results and a narrow, middle-class base.
- Dadabhai Naoroji: drain theory in Poverty and Un-British Rule in India; first Indian in the House of Commons (1892); Congress President three times; declared Swaraj the goal in 1906.
- Surendranath Banerjee: founded the Indian Association (1876); campaigned on the ICS age limit; organised the Indian National Conference, which merged with the Congress in 1886; edited The Bengalee.
- Gopal Krishna Gokhale: founded the Servants of India Society (1905); exposed government finance in the Imperial Legislative Council; moved a bill for free and compulsory primary education; political guru of Gandhi.
